I am not saying you are out of line to expect it to work, I am just saying that NBN Co and their policies are horrific at best and sadly that is the biggest problem, and it means that all of the ISP just have to keep reporting it and reporting it...
NBN Co now is like Telecom was in the old government owned days, before we had all the regulations it has on it now... typical government department in my personal opinion...
You couldn't move back to ADSL even if they wanted, as the service cables have to be cut and replaced into the node and all that sort of stuff...
Also if the service isn't working and you have lodged a service fault with them then you should be able to get the billing team to credit the downtime for you... but it would mean calling the billing team each time the bill is generated.
