Switching from Telstra

In November I switched my NBN service from Telstra to another ISP.  The three Telstra bills I've received since have still included the full monthly charge for the NBN service.  As a consequence I've had to phone Telstra each month to have a credit applied for the NBN charge.  I've been told it's a "system issue" and each time assured that it should be corrected for the next bill.  Is there a mechanism to raise a formal complaint to have this issue escalated and resolved?  I think it's ridiculous after three months that I'm still being charged for a service I no longer have.
