they do a couple of blocks at a time with works, but the entire upgrade zones are pretty big... usually whole suburbs sometimes two or more at a time. Not to mention they also have to then do a heap of work on the exchange infrastructure and the like too... so yeah, about a year after they start... sometimes a bit quicker... sometimes not...

For your sake, lets hope for quicker
