That is quite a slow connection. How new is brand new? I have seen many cases where the speed is running really pathetically slow for the first 24-48 hours... seems to be something in the weird way NBN Co do the initial activations...

If it has been <24 hours, give it up to that point and then restart and see if it improves... if it still hasn't then it would be worth speaking to NBN Assurance on 1800 TFIBRE (1800 834 273)
