I have heard of this happening a few times, particularly in older areas where the copper was less than great to start with... our new neighbor had the same problem after the area we are building in was upgraded to be NBN ready last month.
Once NBN Co step in and do works there is less and less Telstra can do to manage faults because NBN essentially take control over the line as they complete each stage of works...
As far as if you didn't want to swap over, if you didn't, after 18 months of the 20th of Nov, the copper will be switched off and you would just be left with nothing... pretty much comes down to move over to NBN or nothing in the end
