I was providing advise to the BOH agent who contacted you earlier on today.
On further deeper investigation I think I might have found something that might actually be causing the issue and have requested NBN co look into it further.
Your issue appears to have been complicated by multiple factors being present.

Once NBN co have investigated further someone will be in contact with yourself.
