Telstra stopped the self changing of adsl line profiles a while back now. You don't need a filter though if you still have one on.
My only suggestion is to try and contact nbn support again. Don't mention speed just talk to them about the dropouts. If you get no resolution tell them you would like to make a complaint and make sure they give you a SR reference number
