Ring Telstra NBN Service and tell them of your issue and I basically guarantee it will be a CVC problem which I have posted within this Topic thread o numerous occasions. Bottom line, CVC is fully a Telstra problem with not enough purchasing; which causes conjestion with not enough slots purchased to cope. Telstra purchase CVC off the National Broadband. This is a huge problem Australia wide. So ring them and demand them to look into CVC conjestion.
