I have made a complaint to Telstra as suggested. I had another issue as well so it was timely.Yesterday (Wednesday) was stable but I can offer no explanation.  Lets hope the complaint/plea for action...

Not in advance. NBNCo will send you a letter when it is ready to connect, but it is generally within 12 months after the commencement of construction in an area.
