Paying for Techician to connect to NBN FTTN

Trying to connect my home to the NBN.  We have fibre to the node available.  Called Telstra today, and was made aware that 2 techinicians need to come out.  The first technician is free, however they charge $240 for the second one.

Can anyone please enlighten me as to what exactly the second technician does to justify that kind of expense to the client?  I'm just a little cranky with the whole thing for the following reasons.

Now don't get me wrong - an upgrade of infrastructure is a good thing.  However, the government decided to switch from FTTP to FTTN before my area started to get NBN installed, so I already lose out there.  NBNCo can bang on all they like about FTTN being just as good on paper, but in reality, it won't be.  But that's not Telstra fault, so I can move past that right now.  What annoys me is that, while my sister got FTTP installed at her place for absolutely nothing (no technicians fee required there), I have to pay for an inferior service to be installed at my place.....and there's not a bloomin' thing I can do about it, as we are being forced onto the NBN eventually anyway.

So, if anyone can actually tell me what it is that the techician does that connects a home to FTTN, it might help me justify the expense in my own mind, and not be so uphappy about it!  Thanks in advance Smiley Happy
