If you have the standard speed, the yes, cable will have a faster download speed then NBN.

Cables standard speed is 30/1, Telstra use NBN Tier 2 speed as it's standard which is 25/5... however with the Cable, it was possible to get up to say 35Mbps on the standard speed which could mean a drop of up to 5-10Mbps....

The reason being is that with the NBN the speeds are dictated by NBN Co who have set 5 standard speeds and they are the only speeds offered on the NBN...

the based speed is 12/1, Telstra offer the second one which is 25/5, there is then 25/10 which I haven't actually seen offered by anyone, then there is 50/20 and 100/40 which you can add onto your account for $10 or $20 respectfully.

That being said, a lot of people find that for the first 24-48 hours it does run only about the 12/1 speed, it seems that NBN Co set it up on the standard speed first then add the higher speed after activation...

I would give it about 24 hours, if it still seems to be slow, try only having one device connected and doing a speedtest and then speak to NBN assurance on 1800 TFIBRE (1800 834 273) and see if they can help iron out the speed issues.
