It is something that would depend on your providers and their policies.

If provider B did not request the numbers to be churned correctly and they were in turn disconnected by provider A, then provider A can, my understanding is, retrieve them from quarantine to assign them to a new service (or in certain situations to assign to a reconnected service)

Depending on the NBN type, It may be possible to sign up for an additional service with provider A on that service and then once again try and get provider B to port the services.

If Provider A had disconnected them before they were meant to do so, then you can try their complaints process, they might be able to do something like retrieve the number on a number redirection service or the like at least as an interim solution.

Honestly, regardless of who their wholesale providers are if they are not being very helpful in getting it sorted you can also lodge official complaints with both providers and if required the TIO are also there to help mediate the situation if you are unable to get it sorted with the providers directly.
