Australia's ADSL service is owned/run by Telstra and the slow ADSL speeds during peak time's is just caused Telstra refusing to spend money to upgrade the area's effected. Telstra hasn't changed their practices in spending money to improve their services, by not buying more CVC bandwidth from NBN Co they will continue to have slow NBN speeds on their network. Telstra's excuses for slow internet speeds don't hold up anymore thank's to the NBN, they have to spend money on more CVC bandwidth to avoid slow peak speeds or continue to loose customers who will shop around for an ISP that's willing to buy more CVC bandwidth.
