Telstra still have to maintain the current network until NBN Co take them over for the NBN... most of the time the maintenance work is work that is required to keep it running rather than any sort of real upgrade work... NBN Co and the Gov. decide where NBN gets rolled out, Telstra just keep the copper going until it is taken over.
Just for an example of the way it is working out, our neighbours at our old house had NBN Fixed Wireless (In a trial zone back before 2010) but we couldn't because we were in a different rollout zone... So yeah, the process is a bit messed up but it is what it is... typical government nonsense.
